Entry to Latvia:

The following documents are necessary for entering the Republic of Latvia:

- a passport or personal identification card (an identification card valid as a travel document in the European Union, European Economic Zone and citizens of Switzerland),

- a visa or residential permit (with the exception of cases in which a foreigner may enter and be in the Republic of Latvia without a visa),

- a health and life insurance policy (not required for travellers with a diplomatic or service passport/visa, members of a foreign delegation, those who have received a permanent residential permit for the Republic of Latvia, foreign military personnel, foreign sailors who have signed off from a ship and are on their way to their place of residence, as well as for those for whom the process of ensuring healthcare services will be provided for according to a separate mutual international agreement binding on the Republic of Latvia).

Citizens of the following countries may enter Latvia without a visa:

Andorra, Argentina, Australia, Austria, Belgium, Bolivia, Brazil, Brunei, Bulgaria, Canada, Chile, Costa Rica, Croatia, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Great Britain, Greece, Guatemala, Honduras, Hong Kong, Hungary, Iceland, Ireland, Israel, Italy, Japan, Korea, Lithuania, Liechtenstein, Luxembourg, Macau, Malaysia, Malta, Mexico, Monaco, New Zealand, Nicaragua, the Netherlands, Norway, Panama, Paraguay, Poland, Portugal, Romania, Salvador, San Marino, Singapore, Slovakia, Slovenia, Spain, Sweden, Switzerland, the United States of America, Uruguay, the Vatican, Venezuela. 
Foreign nationals may stay in Latvia without a visa for 90 days within a 6-month period, starting from the day of entry into Latvia. Citizens of the above listed countries who have registered with and received a residential permit from the Office of Citizenship and Migration Affairs may stay in Latvia longer than 90 days within a 6-month period. 
To receive a visa, a visa application must be submitted to a diplomatic or consular representative of the Republic of Latvia. Individual Honorary Consuls abroad are also authorised to accept visa applications and respective documents.

When entering Latvia, foreigners must have a valid health and life insurance policy that guarantees coverage of expenses for healthcare services – first aid, treatment of exacerbated chronic illnesses, transportation to the nearest medical institution or their respective home country.

By Car
As of 1 September 2001, Latvia has enforced visa-free agreements with 32 countries, including all European Union Member States. These agreements make tourism and business transactions considerably easier for Latvian residents. 

First of all, all persons entering Latvia should ensure that the vehicle that will be used for travel is in complete technical order. 

If not, the technical condition of the vehicle can be inspected at the Latvian border – or abroad – at which time a penalty fee may be applied. A vehicle may also be prohibited from continuing on into Latvia until any technical problems are fixed. 

Note: to travel with a vehicle that belongs to another person, you must have notarised letter of attorney. Depending on the country you are entering, the letter of attorney must be certified with an apostil or must be legalised (more information on the necessity of certifying this document can be obtained from the Ministry of Foreign Affairs Consular Department at Elizabetes iela 57, tel. +371 7286 815, or from the Latvian Automotive Club at Raiņa bulvāris 1, tel. +371 732 5111.
Traffic Laws
Traffic laws in Latvia are adjusted to the mandatory regulations of the European Union. 
The most important of these laws are: 
• The speed limit in populated areas is 50 km/h, but 20 km/h in residential areas and apartment yards. 
• The speed limit outside populated areas is 90 km/h. 

Motor vehicles must drive with their headlights or lowlights on at all hours of the day. 

Non-observance of traffic laws is punishable by monetary fine and penalty points from 1 to 16. Regarding foreign nationals, information on the applied penalty points is sent to the respective institutions of the respective country.

The permitted blood alcohol level for a person driving a vehicle is 0.2 per mille. 

The driver and front seat passenger of the vehicle are required to wear their safety belts while the vehicle is in motion. 

Vehicles must be equipped with a first aid kit, fire extinguisher and triangular hazard sign.

Payphones
More than 3 800 payphones are available in public places in Latvia. Calls can be made from payphones by using calling cards; combined payphones can be used either with coins or calling cards. Calls made from payphones can be paid for by using calling cards and VISA and Eurocard/MasterCard credit cards. Calls can also be made to payphones – the telephone number of each payphone is indicated on the face of the phone. Payphones can be used to make calls to any country in the world; they can also be used to make toll-free calls to emergency services (01, 02, 03, 04, 112).
Calling cards for LVL 2, 3 and 5 can be purchased at hotels, newspaper stands and stores, gas stations, post offices and other locations. International calling cards for LVL 2.70 and MOBIcards can also be purchased at these locations.

Mobile Networks
Mobile phone owners who do not have an international connection upon entering Latvia can purchase pre-paid calling cards for the GSM network. These SIM cards can be used to make calls in Latvia as well as abroad, to send and receive SMS and for various toll-free services. 

Pre-paid calling cards (Okarte, Amigo, Zelta zivtiņa) can be purchased at newspaper stands and stores, gas stations, post offices, mobile network operator client service centres and at dealer locations (mobile telephone retail locations).

Internet cafés are popular in Latvia, especially among youths. Rates for using a computer at an Internet café or centre start at LVL 0.50 and vary depending on length of use. Many hotels offer their guests free Internet access. WiFi connections are also available at various public locations, such as cafés, hotels and business centres.

Post offices (PASTS) operate in all cities and populated areas in Latvia. Post offices in cities are open on weekdays from 8.00 (7.00) - 19.00 (18.00) and Saturdays from 8.00 - 16.00. Post office hours in rural areas are considerably shorter and vary more.
